After over 15 years of membership in the Energy Community, the Contracting Parties known as the Western Balkan 6 (WB6 ) have come to a decisive point in their energy sector development. Even more than for the rest of Europe, they face serious challenges. But they also display opportunities. The purpose of the consultancy sought by the present Terms of Reference is to conceptualize a regional approach to the energy transition which supports the Western Balkan 6 in responding to the challenges by using their strengths, assets and opportunities in the most efficient manner. |
